You're right that Downey is in front of the chart and the camera is low so he should look taller than he is. Also, his hair is a good 2" higher than the top of his head.Look carefully at where the top of his hairline ends and adjust the camera angle. So, even if he's in 1" shoes, he's not over the 5'7" barefoot. I am well aware of the prison chart, it's been discussed on and off over a decade. I do think prison shoes are like half inch or so. Why the downgrade? It's not like he denies it when asked and has even volunteered that info and joked about it.
